عوامل النجاح الحاسمة وتأثيرها في جودة القرارات الأمنية

(دراسة استطلاعية تحليلية لآراء عينة من القيادات في وزارة الداخلية العراقية

الملخص

يهدف البحث الى بيان اثر عوامل النجاح الحاسمة (الاهداف الستراتيجية، والثقافة التنظيمية، ودعم الادارة العليا، والبنى التحتية لتكنولوجيا المعلومات، والبنى التحتية التنظيمية، وادارة الموارد البشرية) في جودة القرارات الامنية (الادراك، والاجراءات العقلانية، والعدالة الاجرائية، والالتزام بالقرار) لعينة من القيادات في وزارة الداخلية        (وكالة الوزارة للشؤون الإدارية والمالية) إذ بلغ حجم العينة المبحوثة (180) فردا، وقد كانت الاستبانة الأداة الرئيسة لجمع البيانات ، وقد جرى استعمال عدد من الأساليب الإحصائية  كالتحليل العاملي التوكيدي ومعامل الارتباط (Pearson) لقياس نوع ودرجة العلاقة بين متغيّرات البحث و نمذجة المعادلة الهيكلية (SEM) لقياس علاقات التأثير ، وقد توصل البحث الى مجموعة من الاستنتاجات أهمها وجود علاقة ارتباط وتأثير إيجابي لعوامل النجاح الحاسمة  في جودة القرارات الأمنية ،  وكذلك  خرج البحث ببعض التوصيات اهمها ، توجيه العناية من قبل الجهات المختصة بموضوع عوامل النجاح الحاسمة لأنها من الموضوعات ذات التأثير المباشر في جودة القرارات الامنية سواء في الظروف العادية أو الظروف غير العادية.
